12.8 cm flak 40 case on gunbroker

The dimensions don't match either of the two different 12.8cm cartridge cases I have read about, but the markings look pretty legitimate. Is is a cut down flak 40 case or a re-marked USN 5"/38 cal case? I'm not posting this to call the seller out or cause any controversy, just curious.

I think it's a cut down, as the 6311 cartridge should be 962 mm in length (he states it's 27 3/8" = 695 mm)
