13 pounder Dummy Case. Any info on this one?

Does any one have any information on this 13 pounder case? The "U" with broad arrow indicates the property of The Union of South Africa.

Does any one know how the "Dummy" was used and is the "Dummy" projectile missing? And what would it have looked like?

Any comments would be welcome.
