18 PDR shell maker "PC"?

A friend has this 18 Pdr shrapnel shell which is presumably a Mk XII based on the stamped date of 12/8/18.

Besides some inspection marks and broad arrows the only markings on it are:

PC
CP 9 88 9
12 8 18

These stamps are quite legible so it is strange that it doesn't have the usual markings of QF 18 PR, Mk XII and FS.

Assuming "PC" is the manufacturer (and that's a batch or lot No. below), does anyone know who the maker PC may be?

PC / BN was the monogram for Pemberton & Co., Trafalgar Street, Burnley, and the company is listed as making 18Pr shell. Often enough the town initials were left off.
