39 sure looks like 59 , I hope it isn't~Ah I see it now, filled in with paint a bit.

Here's an Australian made one I have. Shell is dated 10/41 and maker is CSR Co (Colonial Sugar Refinery Co, Melbourne, Vic.)

I posted pics of this 18pdr SL a few years back, noting the drive band profile, more like a 25pdr. Still no clarification of why not the normal 18pdr style band.
