I may have seen these before but never knew what they were.
But this one has a Broad Arrow on it , so was a wartime purchase
of an existing civil item. I don't imagine used in France to pretty up the Horses,
but then it wouldn't surprize me if these were ~
If this is mentioned in a period Cavalry manual I would like to know about it.
