The three studs on the rocket was used on the early rockets that had a contact band on the rocket nose. This was used on the early M1 bazooka before they converted them by removing the contact box on the back and replaced it with the conventional M1A1 contacts. Nice example of a cutaway, good find.
I would vote for minimal restoration. The rust should be stabilized and I'd probably give it the Evaporust dip which should leave the surviving paint undamaged and leave a neutral gray steel color in place of the rust.
Replicating the propellant sticks sounds good as it quite possibly had that feature when it was a fresh, new training cutaway in WWII. I have a WWII 4.5" factory dummy barrage rocket and it has imitation propellant sticks made from yellow painted wooden dowels.
