Ben,
Yes, I believe so. It screws on in place of the cap and gives a flash to show 'fall of shot'. Possibly only Canadian service. Nice to see the packing and wouldn't mind a shot showing the whole of the label.
There may be some use for the device for deception purposes (as with simulators) but no documentation found as yet.
