Drill round and a breakup round. The breakup must have had some kind of
filling ? It weighs nothing without any.

Yes, the break up projectile would be ballasted with granules ( possibly metal punchings ) to simulate the weight of a normal projectile. They were intended to allow the testing of guns on short ranges since the small granules would lose their energy quickly.
