20mm German (explosive) shell with bakelit inside ???

Hello

I have seen a picture of a 2cm german Flak shell , but not explosive inside , it appears a sort of bakelit stamped 44.
Perhaps practice / inert ??

Who can identify please ? I do not have it , i only have some pictures .
