23mm drill or tool round

Some of them was found years ago at eastern germany. Today my one came again into my hands. They´re tool or drill rounds?

I have seen almost similar drill rounds, made from live cartridges. I have heard ( not seen myself ) that in some of these is the explosive charge still in shell - however fuze is deactivated.
