this looks like a Bulgarian manufactured dummy round with an inert BZT projectile. The makers markings in the double circle give that.
A similar round has the headstamp 10 76 triangle.
Of course the caliber is 23mm x 152 B like HAZORD wrote.

Well, since your round looks like it has had some use, one of its owners might have made the hole to calm the fears of the ammo Gestapo, or worse yet, to prevent terrorists from reloading it!

guess the reason for the hole in the case is the inert material the dummy was loadet with - to have the original weight of the complete round.
