25pr Ammo Box B.I.R.

Have just bought a couple of boxes, possibly for 25pr smk shells. I am guessing they were for inter factory use because they bear no markings apart from BIL stencilled on one box and a sealing label marked B.I.R. which could be ROF Birtley, or is that too obvious? Does anyone know what the initials stand for? and can someone give me the measurements for a 25pr Smk shell without fuze. I am guessing smk because the whitness mark in the bottom of the box is just under 3.5" in diameter with a wall thickness of 5/16" and the inside of the box is 13 1/2" deep. Any thoughts???
