25x163 Hotchkiss AA case without stamp

I have several 25x163 cases from Germany, Japan and France. I am still not sure about this particular case without stamp.

I have French cases without stamp, but the primer is always stamped. I have Japanese cases that have only a small anchor, but at least they have a stamp. Is there anyway to know the origin?

At this moment I would bet my money on Japanese. Any thoughts?
