28LB NO1 MK1 practice bomb

A friend on mine has just accuired this INERT 28lb no1 mk1 practice bomb on the nose is stamped 28lb NO1 MK1 ROF PAT 2/67 could the PAT stand for Patricroft or would it have another meaning i have only heard of PORTSMOUTH AVIATION and HUNTING ENGINEERING manufacturing 28lb bombs.
Information on this subject is like rocking horse poo so i would be gratefull for any feedback.
