3" 60lb SAP Rocket Head.

This is my last item I have owned for a few years and need information.
This half sectioned 3" 60lb Rocket Head has an odd flat nose that I have no reference to. Is it a Practice SAP rocket head?

It is 450mm (1ft 5/8") long and 152mm (6") wide. 10 tpi threads 68mm diam (2 5/8") diameter?
The body is stamped half-way down. Hard to read but needs enlarging.

Maybe just a safety feature for instruction, by removing the (1/2) sharp point?.
The 60lb practice was a longer,heavier version of the 25lb concrete warhead, this would be an overly expensive alternative.
