3" Mortar Dummy

I cannot find a reference to a 3" Mortar Dummy or any British mortar with 4 fins but here is a dummy. I have found 2 0f these over the years.
A hole goes from the tail to the nose plug. Is this mortar fired for practice or just a loading dummy?
Stamped on the tail is MB DUMMY MK 11.
In yellow on the body: 3" MOR DUMMY MK11?

Never seen one either,but I would think a loading dummy due to the heavy duty fins!
