? .303 Drill? 1915 MkIV case, MkVII bullet

good morning, has anyone any thoughts on this .303 round? It’s a 1915 dated MkIV case with a crimped MkVII Spitzer bullet. Nickel plated overall. Blind primer socket without fire holes.
Is this a drill round or a commercial ‘souvenir’?

Found these with fire holes but with holes around the casing, same date.
 
I also think it's a Mk.IV inspectors dummy. The early Mk.IVs were chrome plated.
