30cm diameter bizarre thing - HELP!

Have been given this item to identify, 30cm diameter and the protrusions on the base are all 3" ish (would possibly fit 3" rocket motor).

Any help you can give would be great!

Sorry its not an identification but i took these photos in 1989 on a weapons range which closed in the 70s.

Strange item ID

Going back to your statement saying "3 inch ish" are there threads at the top part of the smaller diameter on every spigot ??

As your suggestion that a 3" rocket motor could be attached may well be the case if there are threads on the upper ends.
