The US made and supplied 37x95R and 37x136R ammo to the Russians. . This is a 37x136R supplied for the Mclean auto gun sold to the Russians. P.E.M.Co was Poole Engineering and Machine Company, a major producer of 37mm ammo in the US. This round also supplied to France.
