It is Austrian pre WW1. I have one in a Roth case and a friend has one in a Berndorf case. They are practice rounds and have a fuze shaped wood plug which fits in a straight drilled cavity in the projectile. I am aware of another one in a UK collection. I would buy this one if I could communicate with the seller, but have not been able.
