Also bought this last weekend thinking it is maybe a drill version. Drivebands have been reduced in diameter to fit cart, and machine marks are evident to carry out the knurling.
I think it is in to far - the visible band looks fine. I'm not exactly sure what it is (rather looks like a Mle 1892 perforating). The knurling might be somebodies idea of decorating. Nice early case with reload mark.
