37mm -Promo - Souviner - ??

This Shrapnel projectile was on ebay (I got it) was listed as a cigarette holder, I doubt that.
It is a miniature shrapnel and a lot of trouble has been gone through to make it.
Obviously the fuze is not real - but has any one ever seen anything like this before ?
It is from the looks of it not a one of or hand made "Trench Art" though it might be better in that section
if it is not , well the main body some kind of real projectile. Seems to me that for mere souvenir and so
on you would not go through the trouble to make the powder cup and machine the body to fit etc, seems a lot of trouble.
Thoughts any one ?

about 5 1/2 inches tall.

Maybe it is something along these lines, a sample. The band style would favour a U.S. heritage perhaps---- maybe one of the ww1 exported kinds.
 
Some more detail. The fuze unscrews and is a hollow dummy, maybe generic as the projectile body is the main thing. Fuze goes up to 12 secounds. The fuze and top brass fitting that it screws into have the same number 2 that the body does, no other marks. It has the pusher plate and the powder tin so it is quite complete and correct ( any balls were likely lost on somebodies floor years ago if there were any.) The low position of the band suggests a facsimile of a separate loading projectile. I don't know if any of this will help date it other than most likely pre ww2 for sure. Size is a large 37mm so a force fit into any 37mm case, it is likely this size only because as a guess the firm that made it was set up for 37mm projectiles and this was therefore an easy size to work with --- I don't believe it ever had a case or was intended for such anyways.
