37mm skoda shell

I assume that this export version regulation (dated 1932) is related to the ammunition in your picture.
The weapon designation is: 37mm D/48 U.C.

According to the design of the drawing, the projectile contains 16 g of TNT + 12 g of smoke charge.
It could be... a 37mm Timing (explosive) smoke grenade.
Projectile weight on the drawing 825 g
Projectile weight in the regulation 825 g
Vo-700 m/s
The length of the powder in the regulation is 210 mm
The length of the cartridge is not specified in the regulation.

Well, so it doesn’t the 37/67 I meant.
What insert barrel does means, like sub caliber gun for bigger gun?

No, it certainly won't be.
