38mm Dart-point projectile query

Greetings to all... Can anyone give any information on this dart projectile round? This is 38x116R x42.5 and seems to be close to various 1.5inch riot and signal rounds. I have seen a photo of the projectile de-cased.....there are stabilization vanes that spring out when it is fired. Thanks very much, Charley

Federal Labs makes tear gas rounds. It looks like a practice tear gas projectile for training purposes. Tip would be to stick in a target so it can be reloaded for more practice. http://iaaforum.org/forum3/viewtopic.php?f=8&t=10946&view=previous
