Ran across this oddity in the lot. Had to google it. An interesting itty-bitty bullet. An HK experiment from years past.
I initially thought the "scoop" tip was caused by mishandling. It's part of the design.

I believe it is called "Löffelspitz" - spoon tip (or similar).

This is correct. It called in German Löffelspitzgeschoss.
There were two manufacturers Santa Barbara-Toledo and Heckler und Koch.
