I believe what you have is one of the durable dummies, that was made to run through the guns to make sure the feed mechanisms and all the mechanicals work. It is characteristic by the plastic in the primer pocket and the plastic projectile. Your projectile has been painted as an HEI projectile.
It is a great start, as there are many 40mm/L70 rounds out there to collect.
