5-inch Foliating shell

A de-foliating shell I can get my head around, but what is a foliating shell? Something for dispersing leaflets, perhaps?
 
I scanned for some info on "foliating shells" myself. All I came up with was some trench art stuff. And a parachuted rig. Neither seemed right. Inquiring minds want to know.

The plate above represents a 5-inch Foliating shell.
I found it and 12 others in the "Albums Valois" (french digital archives)
