Looks like a liner to keep the filler from being exposed to the environment when not fuzed.
 
yes, yes, I thought of that too. but it prevents a plug from being put in, which is strange. we regularly find plugs at the warhead, but none can leave this part

or a part allowing to maintain the realis in the case of an assembly with a time fuze. however no hole in the center to allow the weaving of a jet of flame
