I obtained this some time ago and now am ready to clean it up/fix it up.

The outside is actually worse than it looks and needs to be repainted. Any advice on how to get that nice star reproduced?

Any other thoughts or observations are appreciated.

If it was me, I wouldn't touch the outside paint with the star on it. I would just clean the rust off of all the internal parts.
 
My advice: do not touch the outside as it still looks quite Original imho.
Use a dremel with a small rotating steel brush to remove all rust on the inside and spray the non visable parts in zincspray. Spray the visable parts in transparant varnish.
Try to find a star snhell parachute . either replace the parachute with a rolled up piece of sail cloth and make shure the cut off wires "fall away" behind the "parachute".
Try to find a matching shellcase to get it complete
