Can someone please give me info on these 2 rounds;

6.5x54R wood bullet blank, headstamp ‘99 E’ presumably Greek but I’m not sure

7.9mm Kropatschek headstamp ‘18 X 95 F&C’. Who were F&C and what does the X mean?
