6.5x50 Arisaka dummies in a charger

I got these military practice dummies supposedly in their original charger. It has an extra round hole right in the middle between 2 other oval holes. Is there a purpose?

I thought it might be a tooling location hole from the manufacturing process, but I have steel clips with and without the central hole. Maybe it's to assist drainage in an attempt at stopping rusting between the steel clip spring and the steel clip body? I don't recall any of my brass clips having a central hole.
