Difficult to say with any precision but probably from the 1930s.
The bullets have a cupro-nickel envelope so that makes them pre-WW2 and since ICI (Kynoch's parent company shown on the cap) was not formed until 1926, that gives you a date range.
Also, although your photo of the headstamp is too low resolution to easily read, I think it shows the calibre as ".30"? I think that was changed on later production to "7.63mm".
