It reads "Grafenwöhr" which is a large German artillery firing range (today used by US troops). The fuze is a incomplete Doppelzünder 91 used on 9 cm shrapnel shells C/91. So it's a remembrance to a artillery practise firing at the given date.

one should expect that americans know their most important overseas bases. Since 1945 Grafenwöhr is the most important US firing/training range in Europe for artillery and tanks.

I was there many times with a tank in the 80's. One of the worst (wurst?) places to visit in Germany. Maybe least interesting would be a better description.
Yeah, its the german "boondocks". In a settled area, not even to talk about cities, where there are bars and amusements, artillery firing ranges tend to be far away from everything. Here in the West, citizen complain about the noise, even from civilian small-bore firing ranges.
