A strange gun-related tool??

IMG_0925.jpgMy colleague was given this strange item as part of a set of second-hand gun cleaning tools. Has anybody any ideas as to what it might be for? Any clues will be gratefully received.
 
its the combination tool that comes as part of the cleaning kit for the SA80 rifle
