A WW1 and WW2 practice bomb?

Can one ID these two bombs? I suspect the upper is a WW1 era MK1? The lower black one I have no idea due to the straps that secure the suspension lugs. The upper is about 47 inches long, are the rods welded to the fins original, or have they been added on? I have a few days to make an offer, what would " fair market value" be?
