Hi can anyone identify this item for me its black with a white band around the middle and dated 1939 has had fins so i no its a mortar of some kind

Is it 3" in diameter ? could be the body of a Smith gun practice round ?

confirm smith gun practice round ,which does not have fins, the small part at the bottom is for fitting a propelling cartridge,
