Aiming training device? I’d please

Good morning, Not sure if this is for this forum but thought someone might know what it is.
please see the attached photos of a device which would appear to be to enable trainees to be taught aiming techniques in a classroom setting. It is articulated, has crossed hairs and a flip up graduated piece. Any thoughts?
