American 2.95 inch

Hello all,
Was hoping for help with identifying this for certainty. I believe its a 2.95 inch round, produced by america, as evidenced by this drawing and dimensions, but wanted second opinions. Has an odd appearance to the metal on the midsection and some lightly stamped marks but deep stamped numbers below the rotating band. Was also hoping someone could explain the meaning of the stamp in the rotating band that is a circle with a line drawn through it, a marking i have seen on 3 inch casings on the base. Possibly to denote the type of projectile? Would love some input on that.

I'm not a specialist of Us shells from this era but 2.95in shrapnel seems to be a very short shell, no serious references to be sure.

So I was scrolling through my old posts to check for something and noticed I never updated this with measurements. It is about 9 and 5/8 inches tall, and about 2.92 2.93 inches in diameter when using dial caliper. So the measurements fit the 2.95 drawing I put in the first post of this thread it appears.
Do the lathing marks in the center make anyone else think this may have been lathed by some previous owner at one point? They look odd to me. There are stamps in the area of odd lathe pattern, but they appear to have been lightly stamped (only partially there). Or they potentially were shaved away by a lathe.

As another side question, were that many model 1907 fuzes made by F.A.? Thats the maker mark on this particular one, I'm used to seeing Scovill or other large arms companies as the maker mark.
