OK, I see what you mean now. There is no exemption for collectors (or anyone else) from the provisions of the Act, but there is an exemption from the necessity to obtain the permission of the Secretary of State PROVIDED one has an appropriately varied FAC. A moot point perhaps.
As for the other member states, it seems to me that the provisions allow a collector from another member state to posess, but of course there is no reciprocal provision for a British FAC holder to take ammunition to say France, where military calibres are banned.
