Sorry to dissapoint you Depotman but I am about 99% sure you have a genuine "road breaking" projectile there !
There is a very old thread that I cannot find about these "Tips" that are used on the road surface cutting machines, yours looks like an old model due to the length-I expect it does not weigh very much either as the TC will only extend into the holder by about 10 to 15 mm's

Wow - have I got an "AP-M25"?! It's quite heavy at about 800g and the C of G is fairly central, implying that the TC core goes in a long way. I'll see what I can 'Google'.

Sorry Depotman I still think it is an "AP M25" as you nicely put it and one of the things that tell me it is a "machine tip" is also the securing groove at the rear of the body as these are usually fairly deep to fit a large steel loop ring around them to hold them in place in the machine head.
Still if nothing else it has a scrap value which is why they are not often found.
