Any idea, it is Russian

This is a Soviet ML-7 anti lift device. As per those I have seen so far these were all made in a factory (#107) which is in Ukraine today. This might be the reason why there is an ML-8 already which dates "post Soviet" and is made by two factories in Russia (#582 & #583).
