I think I can help you. Your bizarre thing is a french incendiary bomb (napalm) initiator called STAE 450H.

Heu, Doctor, be sure your item is empty. Full, it contains 1 g black powder and 60 g powdered magnesium and sodium nitrate.

Many thanks for the explanation and diagram. I have to admit it was labelled for 'Napalm bomb' when I got it years ago but I thought the label was wrong as I couldn't find any info on it.
