It could be, but likely missing what ever brass parts were originally on it, base and maybe nose from the looks of it.
If U.S. made I would think perhaps ww1 contract - not sure if U.S. used a 4.5". Check the 1915 list of stores on this site to
see if such a drill projectile existed as if so it will be listed someplace and will likely say if it's wood. Then you will know
if there is a British pattern for such, as one would expect.
