Its an insert for a fuze Container,
This is an N19 for use with the N97 fuze for the 4.5in Mk 8. The felt pad is at the top under the gain. I have one that is half the length about 110mm as well but cant find at the moment.

Found the shorter one, The N1 Mk 1 which is 44mm dia and 100mm long.
Not sure which fuze tin this is for?.
