Maybe a piece of equipment? It looks like it has some cork board padding inside, maybe a radio or something like that?
 
Finally found the "answer" from another local Sydney Collector:
This box was used to carry two candle lamps when transported in a vehicle. The metal
plate with the staple is to allow a 1-inch leather strap to secure the box to the
top of the vehicle or trailer. They were made in both WW1 & WW2.
