Any way to determine what this is?

Hi guys,
A friend of mine found this at his dads place and is curious what it is? With no visible markings, I'm stumped and was hoping someone here with more experience could help out.

Looks like a homemade item, maybe as a 'stuffer'(something to stuff in the case!) for a 25mm/1" cartridge.
