Anyone know what this could be, please?

It has a heavy lead weight in fixed in the bottom. I was told it was for testing the quality of the water in RAF base water tanks, a sort of sampler bottle. However it could perhaps be to check what is at the bottom of a fuel tank, (check for water). I am certain someone will recognize it as something they used in a past life.
