Hello,

Is this Australian Navy practice shell is the same as the diagram, filled powder ?
No red band but markings HES (high explosive substitute).

No, they are different from diagram in that they are filled with hardened linseed oil (inert filling), which is poured in hot & sets like red sealing gasket cement. No energetic material in them. It also should be fitted with PLUG REP. FUZE.
