I didn't find doc about this assembly, but I can say you that it is not a base fuze !
It seems to me that it is a booster assembly with security system for artillery nose fuzes. I don't known this No 10, sure british !
They are screwed under the mechanism of the fuze and assure a part of the security with a non alignment of the explosive train. They contains the booster charge of the explosive train.
I don't known for wich fuze the booster No 10 is designed. Sorry !
