Belgian Sega bomb ?

Hello ,
I found this bomb years ago on a flea market , I allways tought it was a belgian pre WW 2 Sega bomb but the few other I saw had a brass/copper fuze . Apparently there are 2 types of fuzes : the brass/copper one and the other in blued steel . I think this bomb was never filled and was given as a gift to someone , there are no cold markings at all , not on the fuze , not on the body . Can anyone give me more information ?

The fragmentation is notably different from the Sega, the cap and fuze are also different. Could you post the dimensions?

Total height : 16 cm
height without fuze : 12,5 cm
diameter : 5 cm
diameter fuze : 4,2 cm
height fuze : 4,2 cm

looks very good , so I presume that this drawning from a Belgian ammo factory that my "bomb" could perhaps be a early fabrication before it went in "mass" production .
What do you or anyone else think ?
